Abstract: This study provides a comprehensive survey on barriers of implanting fintech projects in developing countries. It also conducts a case study on challenges in designing and establishing a major fintech project in Iran. To do so, we interviewed stakeholders such as financial and technological managers of Ministry of Petroleum and Mellat Bank Our results reveal the main obstacles including:

1) data security and privacy,

2) lack of reliable infrastructure,

3) low internet speed.

In addition, we discuss the policies required to enhance fintech projects where the government dominates the economy and limited resources are available. Our findings provide policy makers and government authorities with useful information and strategies to address the shortcomings of implementing fintech projects in developing countries.
